In 2019 Saint Paul’s benchmarking program was voluntary. The benchmarking ordinance was passed in 2020 and started by requiring buildings 100,000 square feet and larger to benchmark that year. In 2021 and all future years, all buildings 50,000 square feet and larger are required to benchmark. The growth in benchmarking compliance since 2019 has been a success, thanks to the participation of building owners and managers in Saint Paul.
