Weatherization Improves Energy Efficiency of Homes

For more than 30 years, Community Action Partnerships of Ramsey and Washington Counties has served thousands of income-qualified households by providing a suite of energy efficiency services. As a recipient of funds from the federal Low Income Energy Assistance Program (LIHEAP), CAPRW performs energy audits and provides weatherization services to homes by installing wall and attic insulation, as well as sealing air leaks around doors and windows. CAPRW also assists with paying energy bills and providing emergency furnace and boiler services.

Home weatherization services help conserve energy, maintain temperature, and provide a safe and healthy living environment. Weatherization provides homeowners with greater comfort and lower energy bills, while also reducing greenhouse gas emissions.

Federal Weatherization Program has helped 49,780 people who received utility bill assistance and 245 people whose utility bills were lowered through Home weatherization

Founded in 1988, the Energy CENTS Coalition (ECC) seeks to address the challenges faced by low-income households and communities resulting from high energy costs. The ECC helps income-qualified households pay their energy bills, replace their furnaces, boilers, and water heaters, and insulate their walls and attics. ECC is the implementer of the Low-Income Home Energy Savings Program (HESP) in Saint Paul, utilizing Conservation Improvement Program funds from Xcel Energy.

Through policy development, legislative advocacy, regulatory participation, and funding programs, the Coalition strives to ensure affordable and universal utility service, while also investing in low-income conservation and demand management programs.
